The Initiative — the government’s underground demon-capture operation beneath UC Sunnydale — is revealed. Spike, who was captured in the season premiere, escapes, and discovers he’s been implanted with a behaviour-modification chip that prevents him from harming humans. He attacks Willow to test this, fails, and ends up hiding in Giles’s bathtub. Riley Finn is revealed as an Initiative soldier. The episode is efficient and fun, reframing the season’s background conspiracy as something with faces and procedures.
What Happens
Riley (Marc Blucas), who has been presented as a straightforward, dependable TA, turns out to be the Initiative’s star operative. The operation is revealed: a facility below the campus, HSTs (Hostile Sub-Terrestrials) captured and studied. Spike escapes. His chip fires every time he tries to harm a human. He goes to Willow for help, is caught, and ends up at Giles’s. Riley asks Buffy out. She says yes.
Key Moments
Spike’s first attempt to bite Willow — the chip fires, he recoils in pain, she realises what’s happened and offers him a glass of warm blood like a host offering a cup of tea. The scene is the turning point of Spike’s arc across Seasons 4 and 5.
Monster / Villain
Professor Maggie Walsh (Lindsay Crouse), who runs the Initiative with a clinical detachment that is clearly not entirely benign. Adam is being constructed somewhere in the facility.

Where It Fits
The Initiative introduces the season’s two major new elements: Riley as Buffy’s new relationship, and Spike as a vampire who can no longer be straightforwardly villainous. Both will define Season 4 and carry into Season 5.
